According to Indian Foreign Ministry, Indian Prime Minister Narendra Modi will not participate in the summit of the South Asian Association for Regional Cooperation (SAARC) which will be held in November in Pakistan. The possibility of Modi's participation in the summit in Pakistan has long been an intrigue against the backdrop of another crisis between the two countries. Indiaт authorities for a long time did not give an answer to the question whether Modi will travel to Pakistan, explaining that there is still quite a lot of time before the summit and the decision will be announced later. As a result, the Foreign Ministry announced that Modi refused to go to the SAARC summit at 27 of September, nine days after the rebel attack on a military unit in Indian Kashmir.

India believes that the attack carried out militants infiltrated from the territory of Pakistan. At the same time, India regularly accuses Pakistan of indulging in terrorist activities of the separatists in Jammu and Kashmir. Islamabad denies all accusations.

"Under the circumstances, the Government of India cannot participate in the planned summit in Islamabad", - said in a statement the Foreign Ministry of India.

The statement notes that India has notified the Chairman of SAARC that "growing cases of cross-border terrorist attacks, and becomes more frequent interference in member states internal affairs of a country created an atmosphere not conducive to the success of the 19th SAARC Summit in Islamabad". At the same time, the Foreign Ministry assured that India remains committed to promote regional co-operation, "but believes that it can move forward only in an atmosphere free from terror."
